With decades of experience in the community development finance space, Maddox will focus on driving impact-first investment funds focused on affordable housing and economic development.

NEW YORK (Sept. 25, 2025) — LISC Fund Management (LFM), LLC has named Brian Maddox, a national leader in community development finance, as its new vice president of fund development. In this role, Maddox will lead national fundraising efforts, cultivating relationships with institutional investors, foundations, family offices, and other capital sources to expand LFM’s $836 million+ impact investment platform. LFM, a SEC registered investment advisor, creates and manages impact investment funds to fuel affordable housing and small businesses and is an affiliate of the Local Initiatives Support Corporation (LISC), one of the country’s largest community investment organizations.

Maddox brings more than 25 years of experience in community development and commercial real estate finance, across LIHTC developments, community facility loans, commercial projects, and small business lending. He is recognized for expertise in complex financing, capital raising, CRA compliance, and innovative lending strategies that expand economic opportunity in underserved communities.

“Brian has deep experience in mobilizing capital solutions that meet the needs of under-resourced communities and building strong, high-performing teams,” said Tiffany Durr, president of LFM. “His deep financial expertise and passion will be instrumental for our staff, our partners and our clients to deploy more financing and deliver more impact, all across the country.”

He most recently served as a senior vice president at Key Bank, where he led national lending and investment efforts for community development financial institutions (CDFIs), with the goal of expanding economic opportunity and access in communities underserved by traditional means. His prior leadership roles include chief production officer for Clearinghouse Community Development Financial Institution, and he also fueled community-focused lending at several banks, including Toyota Financial Savings Bank, Bank of Nevada, and Citibank.

“Given our national housing crisis and growing pressure on small businesses, the work of connecting capital to impact is absolutely vital right now,” Maddox said. “When we help developers build and preserve quality housing, we can give families a stronger economic foothold and prevent speculators from destabilizing at-risk communities. And when we help entrepreneurs launch and grow in places that the conventional market might consider too risky, we can help create jobs, build wealth and jumpstart economic growth,” he added.

As vice president of fund development, Maddox will lead LISC Fund Management’s nationwide capital-raising strategy and investor relations. His initial focus will include advancing the Charlotte Housing Opportunity Investment Fund, Cleveland Housing Investment Fund, and the Dallas Housing Opportunity Fund. LFM currently manages 12 funds with more than $836 million assets under management. Many of its funds are geographically focused on a city or region—blending public funding with private capital to scale up opportunities for local impact. LFM’s work is part of LISC’s $35 billion in community investments over the past 45 years.

“Brian's deep financial expertise and passion will be instrumental for our staff, our partners and our clients to deploy more financing and deliver more impact, all across the country.” said Tiffany Durr, president of LFM.

“What LISC and LFM demonstrate is the enormous value of local expertise and relationships and the power of locally tailored products and programs,” Maddox said. “Cleveland is different from Charlotte, and Dallas is different from Detroit. But they all need more housing, more businesses and more jobs. That’s what LISC and LFM help them deliver,” Maddox said.

Maddox earned a bachelor’s degree in accounting/business management from Lincoln University in Oxford, Pa., and a master’s degree in public administration from the University of Delaware, with a concentration in community economic development and finance. Maddox also has a long history of volunteering in his capacity as an economic development and finance expert, including current board positions at NewWest Community Capital, U.S. Bank New Market Tax Credit Advisory Committee, and the City of Henderson, Nev., Housing Advisory Committee.

Maddox can be reached at bmaddox@lisc.org.
